Direct contacts with people working in the SSH field may be <br />more productive than literature research when attempting to gather informa- <br />tion about specific concerns because SSH is evolving so rapidly in tech- <br />nological, regulatory, and economic aspects. <br /> <br />1.3 APPLICATION OF THE MANUAL <br /> <br />1.3.1 Manual Organization <br /> <br />This manual deals with the following four aspects of SSH projects: <br /> <br />. Opportunities and conflicts with other activities and <br />resources (Chapter 2); <br /> <br />. Overview of SSH technology and description of the main types <br />of SSH projects (Chapter 3); <br /> <br />. Purpose (and functioning) and impacts of construction activi- <br />ties, facilities and equipment, and operations and mainten- <br />ance activities associated with SSH projects (Chapters 4-7); and <br /> <br />. Analysis of the interrelationships of impacts and comments on <br />alternatives and mitigation approaches (Chapter 8). <br /> <br />1.3.2 Procedure for Users <br /> <br />This manual should be read in its entirety in order to understand the <br />relationships between different aspects of SSH technology and the environ- <br />ment. The manual also can be consulted on a case-by-case basis to assess <br />potential impacts or individual components of particular projects under <br />review. <br /> <br />Chapters 2 and 3 should provide a general orientation to the subject <br />of SSH and its role in the National energy and environmental quality <br />picture. Chapters 4 through 7 provide detailed information on the <br />functioning of each component of the SSH system, with the associated <br />environmenta 1 impacts descri bed. These chapters have the same format in <br />order to assist the reader in relating particular components of a SSH pro- <br />ject to their environmental impacts. In each case, the IIhardwarell is des- <br />cribed first; followed by the associated engineering and economic consider- <br />ations and tradeoffs; and, finally, the environmental effects, environ- <br />mental tradeoffs, and mitigation alternatives appropriate to that equipment <br />or procedure. The last chapter of the manual (Chapter 8) describes the <br />complex environmental impact interrelationships that often exist in SSH <br />projects. <br /> <br />3 <br />
