<br />SUMMARY <br /> <br />The Bureau of Reclamation, in accordance with the revised final operating policy <br />for Green Mountain Reservoir as published in the Fed~ral Register on December <br />22, 1983, is currently analyzing a number of water marketing scenarios, The <br />December 1983 revised operating policy set aside 66,000 acre-feet out of the <br />100,000 acre-foot power pool to be utilized to meet the existing demands of <br />historic and municipal beneficiaries of Green Mountain water. The operating <br />policy provides that Green Mountain Reservoir will continue to be operated to <br />meet the demands of these historic beneficiaries. The remaining water could be <br />available for sale under long-term contracts. The current water requests exceed <br />22,000 acre-feet. <br /> <br />In order to conduct the sales of the remaining water, the Bureau through a <br />signed cooperative agreement with the River District (Colorado River Water <br />Conservation District) has prepared a supplement to the Final Environmental <br />Statement for the Colorado-Big Thompson, Windy Gap Projects in accordance with <br />the Council on Environmental Quality guidelines and the National Environmental <br />Policy Act, <br /> <br />The scope of this supplement has been determined from several processes, the <br />most important being the various public scoping meetinqs and the communications <br />between the River District, Bureau and prospective water users. This input <br />identified issues to be analyzed before the tiureau could define the various <br />alternative solutions for prospective water sales. <br /> <br />This supplement arlalyzes three wdter sales scenarios in detail, in addition to <br />the no-action alternative. Additionally, those alternatives that were <br />previously considered, but eliminated from study are also discussed. <br /> <br />iv <br />
