<br />Portions of several of the policy statements contained in the December <br />22, 1983, notice that are particularly relevant to this EIS supplement are <br />extracted below: <br /> <br />Policy Statement 1. Green Mountain Reservoir has a total storage <br />capacity of 153,639 acre-feet of water. Of that total capacity, 52,000 <br />acre-feet are available to provide replacement water in western Colorado <br />when water is diverted to the eastern slope through the C-BT Project. The <br />yield from remaining capacity (commonly referred to as the 100,000 acre-foot <br />power pool), including the refill right, will to the extent feasible be <br />released through the power plant, and the water so released shall be avail- <br />able for other beneficial consumptive uses in western Colorado. <br /> <br />~olicy Statement 2. Water will be released from Green Mountain <br />Reservoir for western Colorado use from the 52,000 acre-foot C-BT replace- <br />ment pool to the extent necessary to replace C-BT diversions which would <br />otherwise be curtailed by a legal call on the river. When the administra- <br />tion of water under the State of Colorado priority system would result in <br />curtailment of a water right for irrigation or domestic uses within western <br />Colorado (which was perfected by use on or before October 15, 1977), and <br />the water need is not met by release from the replacement pool, water will <br />be released without charge from Green Mountain Reservoir from the 100,000 <br />acre-foot power pool to the extent necessary to permit diversions to the <br />full amount of these decrees. However, releases from the power pool for <br />these purposes shall not exceed 66,000 acre-feet of water annually (measured <br />at Green Mountain Dam). This quantity is deemed adequate to satisfy all <br />perfected uses with a priority date senior to October 16, 1977. <br /> <br />Policy Statement 5. Differential water service charges will be <br />assessed for water released for domestic, irrigation, and industrial <br />purposes. For the purposes of the operating policy, the following defini- <br />tions of water use apply: <br /> <br />a. Domestic Use--The use of water by individuals, cities, <br />towns, public or quasi-public districts, private corporations, home- <br />owners' associations, or other entities for domestic, municipal, and <br />miscellaneous related purposes as those terms are traditionally and <br />commonly construed, excepting only the irrigation and industrial uses <br />of water as defined below. <br /> <br />b. Irrigation Use--The use of water for the commercial produc- <br />tion of agricultural crops and livestock and other uses consistent <br />with any water right decreed for irrigation purposes. <br /> <br />c. Industrial Use--The use of water for purposes of producing <br />or processing a nonagricultural product or service for sale, including <br />without limitation such uses as manufacturing, mining, milling, land <br />reclamation, snowmaking, and nonhydroelectric power generation. <br /> <br />1-9 <br />
