<br />On July '23, 1984 the Bureau of Reclamation, Lower Missouri Region <br />(Bureau), signed a cooperative agreement with the Colorado River Water <br />Conservation District (River District) to provide for the River District to <br />contract for the appropriate NEPA compliance and conformance with other <br />Federal or State legislation that may bear on evaluating the potential <br />environmental impacts associated with marketing water from Green Mountain <br />Reservoir. The stated purpose of this agreement was to comply with the <br />relevant environmental legislation and regulations in an effective and <br />timely manner that will enable an early transfer of water marketing respon- <br />sibility at Green Mountain Reservoir to an appropriate contracting entity. <br /> <br />The Colorado River Water Conservation District, a political subdivi- <br />sion of the State of Colorado, organized in 1937 under CRS 37-46-101, ~ <br />~., has expressed a desire to contract with the United States, pursuant <br />to Federal Reclamation laws and the laws of the State of Colorado, to <br />market agricultural, municipal and domestic, and industrial water service <br />from Green Mountain Reservoir to meet the needs of users in the Colorado <br />River Basin in western Colorado. To date, no other entity has expressed an <br />interest in marketing the water. The River District and the Bureau com- <br />menced formal negotiations in February 1985. <br /> <br />The Bureau assisted the River District in preparation of the scope of <br />work and plan of s~udy under the July 1984 cooperative agreement. The <br />River District initiated action to contract for preparation of environ- <br />mental compliance documents to address the environmental and socioeconomic <br />impacts associated with the various alternatives for the sale of water from <br />Green Mountain Reservoir. The Bureau provided oversight and technical <br />quality control in the overall NEPA effort. Hydrologic information was <br />provided by the River District for water users outside Summit County, by <br />the Summit County Board of County Commissioners for water users within <br />Summit County, and by the Bureau of Reclamation Eastern Colorado Projects <br />Office for reservoir and river operation studies. In accordance with the <br />National Environmental Policy Act and implementing regulations promulgated <br />by the CEQ, the Bureau filed this draft Supplement with the Environmental <br />Protection Agency. The final Supplement will address the responses of both <br />public and agency reviews prior to the final filing. <br /> <br />1-3 <br />
