The Recovery Program participants realize, that if providing fish passage at the GVIC Diversion <br />is successful, two additional fish passageways would be considered upstream: one at the Price- <br />Stubb Dam and another at the Government Highline Diversion Dam. This EA is not intended to <br />serve as full NEPA compliance for these passageways because effective design concepts have not <br />been developed and it is uncertain whether those passageways would be constructed. It is <br />recognized, however, that should the additional structures be built, they would function in a <br />manner similar to the GVIC structure and, in the case of the Government Highline Diversion, <br />have similar operational concerns. The Price-Stubb Dam, while still blocking the river, has not <br />been used for irrigation diversions for almost 80 years. Certain environmental commitments are <br />included in this EA that would protect environmental resources and water uses, and, if the <br />upstream passageways are constructed in the future, would be applicable to those sites. <br />Additional NEPA compliance would be completed, as necessary, for the other two structures. <br />From a cumulative impact standpoint, if all three structures were constructed and worked <br />successfully, chances for recovering the fish between Palisade and Rifle would greatly improve. <br />If it is not possible to provide fish passage at the GVIC Diversion Dam, then there may be no <br />justification for further upstream passageways.
