Recovery Program to avoid negative affects on current water users and their water rights, this is
not a viable solution. If the frequency of these conditions is not acceptable, a possible
alternative would be to install a gate structure in the canal to control flows. Operation of the
passage would be coordinated with GVIC and Orchard Mesa to assure there are no adverse
impacts to their water rights or operations under the Orchard Mesa check settlement.
