Chapter 1 - Introduction <br />implement any proposed solution. A broader process to identify and possibly <br />address a more complete range of local and regional problems and needs was <br />developed. A diagram of the process used is displayed in Figure 1. <br />Contacts were made with representatives of the following potentially affected <br />interests in June 1995: <br />Silt Water Conservancy District <br />City of Rifle <br />Colorado River Water Conservation District <br />U.S. Fish and Wildlife Service <br />Colorado Water Conservation Board <br />Farmers Irrigation Company <br />Colorado Division of Water Resources (State Engineers Office or SEO) <br />Grand Tunnel Ditch Company <br />Rifle Creek Canyon Ditch <br />Pioneer Ditch <br />Colorado State Parks <br />RIP Management Committee <br />Twenty-three individuals representing these organizations or agencies and the <br />general public attended an open forum held in Rifle in July 1995 to discuss various <br />issues, problems, opportunities and needs which presently do or could involve Silt <br />Project facilities (see Appendix A). Chapter 2 contains a discussion and summary <br />table for the major problems or opportunities identified in the July meeting that <br />the Silt Project could help address. Statements of the associated needs are also <br />presented. <br />Following that meeting, a work group made up of representatives of the interested <br />organizations and agencies was formed for the purpose of identifying, analyzing, <br />screening and prioritizing options for further study. Options to address the needs <br />were identified by the work group in August 1995 and are discussed and analyzed <br />in Chapter 3. Chapter 4 presents the results of the work group's screening and <br />prioritization of options for future study, completed in April 1996. Study <br />conclusions and recommendations are presented in Chapter 5. <br />2
