3. Boatinct access to the Glen Canyon Dam tailwater <br />fishery. <br />Major Premise: Access above Three Mile Bar (and <br />other locations upstream) in the Glen Canyon <br />National Recreation Area is restricted at flows <br />less than 3,000 cfs. This 15 mile portion of the <br />Glen Canyon Dam tailwater is visited by more than <br />6,000 (1985 use figures) anglers each year. Use of <br />this blue ribbon trout fishery is expected to <br />increase in the future. Important issues are <br />safety, equipment damage, and impacts to the <br />recreational experience by crowding when access is <br />restricted. Development of a feasibility report on <br />the relation of low and fluctuating flow to angler <br />safety and a re-evaluation of historic data are <br />necessary. <br />Estimated Cost: $15,000 <br />Responsible Parties: HBRS, NPS (GCNRA), GCES <br />Office. <br />Time to Complete: Dependent upon flows and <br />installation of a gage. 1 year. <br />4. Recreational benefits of angling in the <br />Glen Canyon Dam tailwater fishery. <br />(a.) Major Premise: Economic benefits may be <br />dependent upon river releases. Recent <br />changes in the productivity of the <br />fishery and the institution of Arizona <br />Game and Fish Department fishing regula- <br />tions in 1986 (i.e., artificial lures <br />only) may have significantly changed <br />these recreation benefits outlined in the <br />Phase I GCES efforts. If recreational <br />impacts are to be correctly assessed, a <br />re-evaluation of the fishery benefits is <br />necessary. A report on future use <br />patterns and other management practices <br />will be developed. <br />Estimated Cost: $30,000; Responsible <br />Parties: HBRS, AGF, NPS (GCNRA), GCES <br />Office; Time to Complete: 1 year. <br />Arizona Game and Fish Department will <br />provide creel census support to the study <br />effort. This support is estimated to be <br />$15,000 and is not included in the GCES <br />budget. <br />10
