2.1 <br />II. DESCRIPTION OF THE ALTERNATIVES <br />This chapter presents the three alternatives which were carried forward :is <br />a result of the impact assessment process. Eleven (11) alternatives were <br />originally considered in detail in the EA, which were designed to achieve four <br />different objectives. The first objective (No Action Alternative) described the <br />existing Round I sales and operational conditions for Ruedi Reservoir. The <br />second objective (Preferred Alternative plus Alternatives 2-5) was for maximum <br />sale of water from Ruedi Reservoir to meet municipal, domestic, and industrial <br />demands. The third objective (Alternatives 6-8) was to minimize the risk to <br />instream and recreational values. The fourth objective (Alternatives 9 and 10) <br />included hydroelectric power generation. Another alternative is added to this <br />FSES, called the Preferred with Conservation Measures Alternative. <br />The hydrological regime evaluated in this FSES is somewhat different than <br />that evaluated in the Draft Supplement of October 1983. Comments received on <br />that document concerning the hydrology caused Reclamation to review and refine <br />the hydrology study associated with the Preferred Alternative. The hydrology <br />study was adjusted to better reflect historical and projected winter operations. <br />The study was also corrected to properly reflect the application of the 15 and <br />30 percent shortages to industrial and municipal/domestic users, respectively, <br />as anticipated under the water sales contracts under a dry-year condition. The <br />hydrology was finalized and detailed in a report completed in February 1988 <br />(USDI, Bureau of Reclamation, 1988). These refinements and corrections in the <br />hydrology reduced the marketable water yield of the Preferred Alternative from <br />58,000 to 51,500 AF. <br />2.1 Alternatives Considered in Detail <br />This section describes three alternatives, two of which were selected by <br />Reclamation from the 11 original alternatives. The two selected are the No <br />Action and Preferred Alternatives which are carried over from the DSES 83-69. <br />The third selection is the Preferred with Conservation Measures Alternative. <br />No Action Alternative. Alternative Describes the Present <br />Operating Conditions <br />This alternative reflects the present level of water sales from the <br />reservoir and the present reservoir operational practices. The present reser- <br />voir operation allows for filling of the reservoir during the late spring and <br />early summer. Reservoir releases are made to meet senior water rights demands
