1.10 <br />Alternative. The EA was incorporated into the Draft Supplement by reference. <br />The Draft Supplement was published October 3, 1983, distributed to the public, <br />and comments were solicited (see Chapter XI). The Addendum to the Draft <br />Supplement was published in January 1988 which evaluated the No Action and <br />Preferred Alternatives as carried through from the Draft Supplement, but added <br />evaluation of the Preferred with Conservation Measures Alternative as developed <br />by the FWS through the Section 7 consultation process on endangered species. <br />Due to the impacts of conservation measure releases on Ruedi Reservoir stage <br />levels and Fryingpan River flows during August and September a mitigation <br />scenario was included in the Addendum in which some of the conservation measure <br />flows were provided by Green Mountain Reservoir. The Addendum was also <br />distributed to the public and comments were solicited (see Chapter XII). This <br />FSES combines the Draft Supplemental Environmental Statement and the Addendum <br />and addresses the comments received on both for the three alternatives and <br />includes the Green Mountain mitigation scenario. <br />1.5 Authorization for Project <br />Ruedi Reservoir was constructed as an integral part of the Fryingpan- <br />Arkansas Project authorized by Congress in P.L. 87-590 in August, 1962. That <br />legislation was in accordance with House Document No. 187, 83rd Congress; <br />modified by House Document No. 353, 86th Congress; and the Fryingpan-Arkansas <br />Project Operating Principles in House Document No. 130, 87th Congress. The body <br />of legislation required compensatory storage on the western slope as a pre- <br />requisite to the diversion of water from the Colorado River basin by an eastern <br />slope water conservancy district. <br />Paragraph 3 of the Operating Principles states: <br />"The receipts from the sale of water from Ruedi <br />Reservoir . . . shall be applied solely to the <br />operation and maintenance costs and to those <br />reimbursable construction costs of said reservoir <br />which exceed $7,600,000. The cost of perpetual <br />operation and maintenance of the Ruedi Reservoir <br />shall be borne by users of project water and users <br />of water stored in Ruedi Reservoir in such proportion <br />as may be determined by the Secretary of the <br />Interior." <br />Paragraph 6(b) of the Operating Principles states: <br />"The regulatory capacity of Ruedi Reservoir . . . is <br />that portion of the total reservoir capacity not
