o-?401 FINAL SUPPLEMENTAL ENVIRONMENTAL STATEMENT RUEDI RESERVOIR, COLORADO ROUND II WATER MARKETING PROGRAM Fryingpan-Arkansas Project, Colorado U.S. DEPARTMENT OF THE INTERIOR, BUREAU OF RECLAMATION The Bureau of Reclamation, in accordance with the Operating Principles for Ruedi Reservoir (House Document No. 130), has analyzed a number of scenarios for Round II water sales. The primary purpose of Ruedi Reservoir is to furnish water required for the protection of western Colorado water users, including present water rights and prospective uses of water. Receipts from the sale of water from Ruedi Reservoir are applied to pay for operation and maintenance costs and to reimburse construction costs. Reclamation proposes to make up to 51,500 acre- feet of water available for sale. The Round II water would be available for sale under long-term contracts. In order to conduct Ruedi Reservoir Round II water sales, Reclamation has prepared a Supplement to the Final Environmental Statement for the Fryingpan- Arkansas project. This Supplemetal Environmental Statement is a program-level document which analyzes three water sales scenarios in detail. Appropriate site-specific NEPA compliance will be required by Reclamation on a case-by-case basis before any Ruedi water sales contracts can be executed. Any water sales contract with a prospective water user will contain environmental compliance requirements in relation to mitigating site-specific impacts of water sales which must be met as a part of the water sales contracting process. The environmental statement is not being used to fulfill the requirements pursuant to Section 404(r) of the Federal Water Pollution Control Act of 1972 (Public Law 92-500), as amended by the Clean Water Act of 1977 (Public Law 92- 217). This environmental statement fulfills the requirements of Executive Order 11988 (Flood Plain Management) and Executive Order 11990 (Protection of Wetlands).
