o-?401 <br />FINAL SUPPLEMENTAL <br />ENVIRONMENTAL STATEMENT <br />RUEDI RESERVOIR, COLORADO <br />ROUND II WATER MARKETING PROGRAM <br />Fryingpan-Arkansas Project, Colorado <br />U.S. DEPARTMENT OF THE INTERIOR, BUREAU OF RECLAMATION <br />The Bureau of Reclamation, in accordance with the Operating Principles for <br />Ruedi Reservoir (House Document No. 130), has analyzed a number of scenarios for <br />Round II water sales. The primary purpose of Ruedi Reservoir is to furnish water <br />required for the protection of western Colorado water users, including present <br />water rights and prospective uses of water. Receipts from the sale of water from <br />Ruedi Reservoir are applied to pay for operation and maintenance costs and to <br />reimburse construction costs. Reclamation proposes to make up to 51,500 acre- <br />feet of water available for sale. The Round II water would be available for sale <br />under long-term contracts. <br />In order to conduct Ruedi Reservoir Round II water sales, Reclamation has <br />prepared a Supplement to the Final Environmental Statement for the Fryingpan- <br />Arkansas project. This Supplemetal Environmental Statement is a program-level <br />document which analyzes three water sales scenarios in detail. Appropriate <br />site-specific NEPA compliance will be required by Reclamation on a case-by-case <br />basis before any Ruedi water sales contracts can be executed. Any water sales <br />contract with a prospective water user will contain environmental compliance <br />requirements in relation to mitigating site-specific impacts of water sales which <br />must be met as a part of the water sales contracting process. <br />The environmental statement is not being used to fulfill the requirements <br />pursuant to Section 404(r) of the Federal Water Pollution Control Act of 1972 <br />(Public Law 92-500), as amended by the Clean Water Act of 1977 (Public Law 92- <br />217).
