4. Where rights to enhance habitat are acquired, construction activities (e.g., excavation or
levee breaching) would not begin without prior approval of the Recovery Program and all
necessary permits and clearances.

5. The project would help the Recovery Program acbieve progress toward recovery of the
endangered fishes, thereby facilitating water resource development by Colorado, Utah, and
Wyoming.

Your comments are needed to help us adequately address all concerns and make appropriate
decisions with regard to floodplain protection and enhancement. You are also invited to attend an
open house to learn more about the proposed project, ask. questions, and submit written
comments. There will be three open houses. Comment cards and refreshments will be available
at each.
