Coordination and Consultation <br /> <br />A. Public Scoping <br /> <br />Potentially affected interests were identified by <br />Reclamation and Service representatives and were <br />notified of the proposed action through a draft of <br />this Environmental Assessment and cover letter that <br />were mailed on February 13, 1998. <br /> <br />Potentially affected interests were thought to include <br />agencies, organizations, or individuals that: <br /> <br />1) would be affected by the proposed action, <br /> <br />2) believe they might be affected by the <br />proposed action, or <br /> <br />3) would have a vested interest In the <br />proposed action. <br /> <br />The purpose of the letter and Draft EA was to obtain <br />public input related to any concerns or issues <br />(environmental, social, recreational, or economic) on <br />the acquisition and enhancement of floodplain <br />habitats. All comments that were received were <br />duly considered and addressed in this Final EA. In <br />order to ensure that no person, agency, or <br />organization with an interest in the proposed action <br />was overlooked, a news release and fact sheet were <br />issued by FWS on February 23, 1998, with a <br />description of the proposed action, reason for the <br />proposed action, and a request to identify any <br />concerns or issues to be addressed by Reclamation <br />and the Service in preparation of the final EA for <br />this action. <br /> <br />B. Open Houses <br /> <br />Three open house sessions were held within the <br />Upper Basin. One was held in Vernal, Utah, on <br />March 3, 1998; one in Grand Junction, Colorado, on <br />March 4, 1998; and one in Delta, Colorado, on <br />March 5, 1998. Dates and locations were identified <br />in the cover letter and press release. Each open <br /> <br />house was designed to allow informal discussions <br />with the public to explain the proposed action and to <br />solicit comments. Comment cards were made <br />available at each of the open houses so that <br />attendees could submit written comments. <br /> <br />The public was provided a 30-day review and <br />comment period on the Draft EA. All written <br />comments received were considered and <br />incorporated as appropriate into the Final EA. <br />Copies of the Final EA have been sent to the <br />following agencies, organizations, and individuals, <br />as well as to public libraries within Colorado and <br />Utah. <br /> <br />C.
