<br />12 <br /> <br />The Region 9 Division of Endangered Species has the responsibility to: <br /> <br />1. Provide guidelines and training on National policy, new legal <br />requirements, and the preparation of plans through written materials and <br />workshops. <br /> <br />2. Review, evaluate, and provide comments on the technical/agency or agency <br />drafts of new or revised plans regarding adherence to the recovery <br />guidelines and other Fish and Wildlife Service policies. <br /> <br />3. Compile Regional reports on recovery implementation progress, species <br />status (including status of recovered species), and status of draft, <br />revised, or approved recovery plans for Director's submission to <br />Congress. <br /> <br />~ <br />if <br />~ <br /> <br />III. REPORTING AND TRACKING OF RECOVERY ACCOMPLISHMENTS <br /> <br />A recovery plan benefits a species only if it is implemented. As a <br />general rule, one person in the lead Region should be assigned the oversight <br />of each recovery plan. This individual should be responsible for <br />coordination with all parties participating in the species recovery efforts <br />and for preparing species-specific input for any required reports. <br /> <br />Three report requirements exist to ensure compliance with the Endangered <br />Species Act. These include: (1) Species Status Report (biennial), (2) <br />Recovery Expenditures Report (annual), and (3) Recovered Species Status <br />Report (annual). ADFWE will provide specific reQuirements for each report <br />to the ReQions. alonQ with any chanQes. each time a reoort is reQuired. <br />These reports serve as the basis for a system to track recovery progress and <br />expenditures. The following guidance should be followed within each Region. <br /> <br />A. Soecies Status Report <br /> <br />The Service is required, by Congress, to report every two years to <br />the Committee on Environment and Public Works of the Senate and the <br />Committee on Merchant Marine and Fisheries of the House of Representatives <br />on the status of efforts to develop and implement recovery plans for all <br />species listed pursuant to Section 4 of the Act and on the status of all <br />species for which such plans have been developed. The status of each listed <br />species will be tracked using a centralized database (developed by the <br />Region 9 Division of Endangered Species (DES)). Beginning in Fiscal Year <br />1990, each Region is responsible for sending to the ADFWE, on an biennial <br />basis, a Species Status Report (Parts I, II, and III) on each listed species <br />for which it has lead responsibility (See format, Appendix II). This Status <br />Report will include a tabular report (Parts I and II) and individual species <br /> <br />OS/25/90 <br />
