<br />7 <br /> <br />development and implementation in cooperation with other affected Regions. <br />Regions are encouraged to develop multi-species recovery plans for listed <br />species that share the same ecosystem or for taxonomically related species <br />facing similar threats. In some instances, it may be advantageous to <br />develop separate plans for each major po~ulation ofa widespread species <br />(e.g., the bald eagle). <br /> <br />B. Recovery Plan Processinq <br /> <br />Following regional review, the Regional Director may opt to produce a <br />technical draft for review by the professional community (e.g. academic, <br />law enforcement, other Federal contacts, etc.). This draft need not include <br />an Implementation Schedule. Comments received are incorporated into a <br />subsequent agency draft, which is made available for review by all <br />interested agencies and parties (including the general public). <br />Alternatively, the Regional Director may choose to produce a combined <br />technical/agency draft, to be reviewed simultaneously by all interested <br />parties. The latter approach is recommended because it saves time, effort, <br />and money; however, the decision on whether to have separate drafts or one <br />combined draft belongs to the lead Regional Director. <br /> <br />Once the agency (or technical/agency) draft or a significant revision <br />to a previously approved plan is prepared, the following actions will be <br />taken to comply with the 1988 Amendments: <br /> <br />1) The lead Region will distribute this draft to the Assistant Director <br />- Fish and Wildlife Enhancement (ADFWE), the Assistant Director - <br />Refuges and Wildlife (ARW) , the Assistant Director -Fisheries (AF), <br />the Regional Director for Research and Development, other affected <br />Regions, all affected Service field offices, cooperating agencies, <br />species experts, and other interested and/or affected public or <br />private parties. Comments will be transmitted to the lead Region <br />within 60 days. <br /> <br />2) The lead Region will prepare a Notice of Availability for <br />publication in the Federal ReQister requesting public comments <br />within a specified time. The lead Region also may develop a public <br />notice and/or press release to be published in, or provided to, <br />local 'newspapers in each major geographical area where the species <br />is known or believed to occur (See Appendix III for examples of <br />such documents.) The lead Region will absorb the cost of press <br />releases and other forms of public notification. <br /> <br />3) The Federal ReQister notice, press releases, and/or public notices <br />should be published at the same time.
