<br />1.1 Purpose. This Depa~tmental Manual Handbook, authorized in
<br />383 DM 15.8, provides policy and general guidance for
<br />administering and implementinq the Freedom of Information Act
<br />(FOIA) in the Department of ,the Interior (DOl). It is to be used
<br />in conjunction with the Department's FOIA regulations,
<br />43 CFRPart 2, "~ubparts A and B (see Appendix I to. this Chapter),
<br />the Office of the Solicitor FOIA Updates, ~he Department of '
<br />Justice ~OIA Updates"and the l~test Freedom of Information case'
<br />,L~st published by the Department of Justice. '-

<br />1~2Policy. It is the Department's po~icy to ma~~records
<br />available to the qreatest extent.possible in ,keepinq;w~th'the
<br />'spirit and intent of. the FOIA. The Department will furnish the
<br />records p~omptly to any member of the'public upon written request
<br />and in accordance with the fees specified ~n'Chapter 4.

<br />1.3 Applicabilitv.
<br />
<br />A. The policy and procedures set forth in this Handbook
<br />apply to all bureaus and offices of the Department, including the
<br />Office of the Secretary. They cover all records and
<br />informational materials generated~ maintained, and controlled by
<br />the Department which come within the scope of 5 U.S.C. 552.
