<br />of guidelines for attaining implementation of instream flow recommendations; <br />and 3) establishment of an effective communication network pertaining to <br />instream flow activities, data and information. With this charge, the IFG <br />undertook development of a comprehensive state-of-the-art methodology for <br />identification of instream requirements (objective 1) in three steps: <br />1, Synthesize and transfer to the field of practical quantitative <br />techniques based on state-of-the-art information for immediate application to <br />current problems. <br />2. Promote and direct future research and development of quantitative <br />techniques and data collection efforts to maximize their usefulness to the <br />fishery management and water administration agencies, <br />3, Continually update and improve operational techniques as new tech- <br />nology is shown to be practical. <br />By fall of 1977 the IFG had drawn upon experiences of western fishery <br />biologists and water planners to synthesize a unique state-of-the-art approach <br />to instream flow assessments, The IFG's Incremental Methodology attempts to <br />provide for the quantification of the amount of potential habitat available <br />for a species by life history stage as a function of stream flow, <br />Initial application of IFG1s methodology to selected western instream <br />flow questions proved to be very promising. These early successes resulted ln <br />a notable demand for wide scale application, and stimulated considerable <br />interest in the use of this new tool to address a variety of questions <br />pertaining to impacts of changes in flow regime or stream channel geometry on <br />instream fishery resources. <br />In November 1978 it was both timely and appropriate that the IFG's <br />methodology be reviewed by user groups and the scientific community to obtain <br />their assessment of this new tool's ability to do the job it was originally <br /> <br />J <br /> <br />~ <br /> <br />, <br /> <br />2 <br />
