Woody Triheyl <br /> <br />Cooperative Instream Flow Service Group <br /> <br />. <br /> <br />Fort Collinst Colorado <br /> <br />Introduction <br /> <br />Instream flow requirementst often called instream flow needst are the <br /> <br />amounts of stream flow necessary to sustain instream values at an acceptable <br /> <br />level. By instream values we mean the uses made of water within the stream <br /> <br />channel. These include such traditional uses as navigationt hydropower <br /> <br />generationt and waste load assimilation (water quality). In addition to these <br /> <br />more established uses, fish and wildlife needs; riverine based recreation; <br /> <br />compact and treaty requirements at downstream points of diversion; fresh water <br /> <br />recruitment to estuariest and consumptive requirements of riparian vegetation <br /> <br />and floodplain wetlands are emerging as potent competitors for stream flows. <br /> <br />In addition to satisfying delivery schedules of downstream appropriators <br /> <br />(water right holders)t an ideal stream flow management plan should provide an <br /> <br />"additive flow requirement" and a "complimentary instream flow requirement," <br /> <br />Hence the total stream flow requirement for a given stream reach at a <br /> <br />particular time is the sum of (1) the delivery requirement to satisfy <br /> <br />,. <br /> <br />lAssistant Director Idaho Water Resources Research Institute, University of <br />Idahot Moscow, Idaho, on assignment under Intergovernmental Personnel Act <br />Agreement 1978-1979. <br /> <br />24 <br />
