<br />Challenges of this sort will affect more than just the federal agencies. however.
<br />The states and other private and public entities must make similar assessments to
<br />address the consequences of their own decisions as well as the decisions of others. The
<br />protection of delicate environmental values in locations where increasing demands are
<br />being placed upon an already scarce resource will require innovative thinking on the
<br />parts of all involved.
