<br />Conclusion

<br />Since the first European settlers arrived, Colorado's
<br />system of water laws has encouraged cities, farmers
<br />and other water users to take water out of rivers
<br />and streams with little consideration for the rivers
<br />themselves, As a result, too many of Colorado's rivers
<br />run dry, to the detriment of local economies, fisheries,
<br />and the environment.
<br />

<br />Colorado's water system was designed to meet the
<br />challenges of settling the West in the 19th Century.
<br />Colorado must now adapt its water policies to meet
<br />the demands of the 21st Century. This will require
<br />using certain existing provisions of the law more
<br />aggressively, but it will also require new tools to meet
<br />the challenges of restoring rivers,
<br />
