Foreword <br />This report was made possible by a grant from Jay Kenney and the Jay P.K. <br />Kenney Foundation. Jay Kenney is an avid whitewater enthusiast and conservationist <br />who cares deeply about the Gunnison basin. We are extremely grateful for this finan- <br />cial support. Supplemental funding helping us learn about the Gunnison basin and <br />river came from the General Service Foundation. <br />Bruce Driver, Executive Director of the Land and Water Fund of the Rockies <br />(LAW Fund), conceived of the report. He and Bart Miller, the LAW Fund's Water <br />Program Director, were primary authors. LAW Fund staff who provided research <br />assistance include staff attorney Melissa Decker, and Smart Water Project analysts Eli <br />Feldman and Don Wojcik.
