Also, because little <br />data were available from the pre-dam period, or from <br />'the post-dam period prior to 1983, our understanding <br />of the initial adjustment of resources to dam operation <br />and status of resources prior to GCES is limited. The <br />GCES also spanned a period of change in dam operations, <br />limiting our ability to predict future conditions from <br />past trends. Our projections of long-term system <br />responses have necessarily been based upon study of a <br />limited number of sites over a relatively short period <br />of time. Nonetheless, we believe that collection of <br />data at more locations over a longer time period would <br />not change the major conclusions that (1) dam <br />operations affect downstream resources, and (2) <br />modified operations would better protect resources. <br />Additional data collection, however, would permit us to <br />refine our estimates and increase the certainty of our <br />forecasts. <br /> <br />15 <br />
