<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />by the basic CRSP requirements to deliver 8.23 million <br />acre-feet (maf) of water annually, maintain minimum <br />flows of 1,,000 cfs in winter and 3,000 cfs in summer, <br />and stay within the designated powerplant capacity of <br />31,500 cfs. These modified schemes are illustrations <br />of flow patterns that could protect resources during <br />the periods of the year when they are sensitive to <br />flows. It should be recognized that changes to <br />operations to protect or benefit downstream resources <br />might have negative consequences for other CRSP <br />functions. In evaluating possible modifications to <br />operations, these studies have assessed only benefits <br />and costs to the environment and recreation. As- <br />sessment of the implications for power generation, <br />revenue, water delivery, or other system and legal <br />requirements was not within the scope of the GCES. <br />These studies, therefore, were not intended nor <br />designed to lead directly to changes in dam operations <br />but to provide the technical information necessary to <br />enable decision makers to assess the significance of <br />impacts. <br /> <br />studies Provide Basis For secretarial Decision <br /> <br />This report has been reviewed for technical accuracy by <br />the participating agencies. In addition, a review com- <br />mittee composed of representatives from these agencies <br />will meet to consider policy implications of the <br />studies. The report is also being reviewed by a <br />committee of the National Research Council of the Na- <br />tional Academy of Sciences. The participating <br />agencies, the agency review committee, and the Na- <br />tional Academy of Sciences GCES Review Committee will <br />separately make recommendations concerning the <br />technical adequacy of the report and future courses of <br />action that should be taken. <br /> <br />In addition, the Fish and wildlife Service is reviewing <br />the GCES data on the humpback chub to develop a new <br />biological opinion for the protection or recovery of <br />the species. <br /> <br />Although the range of decisions that might ultimately <br />be made by the Secretary of the Interior in response to <br />the GCES has not yet been determined, several outcomes <br />are possible, including: <br /> <br />5 <br />
