Introduction A discussion draft of an inventory of authorized, planned and projected energy development projects in the Upper Colorado River Basin, their water needs and available water supplies was released by the Department of the Interior in June of 1974. That report indicated the extensive potential for oil shale and coal development in the basin and its probable requirement for water supplies in that water-short region. The discussion draft evoked considerable interest and connnent; it has been updated and expanded to reflect these comments. This revised report serves as an important guide- line for determining future policy on energy water issues. Develop- ment of this revised report has been an assignment of the Department of tbe Interior's newly organized "Water for Energy - Denver Management Team." This Team was established on June 6, 1974 by Assistant Secretary for Land and Water Resources, Jack O. Horton. The basic purpose of the Denver Management Team is to provide factual basis for Secretarial decisions on water aspects of energy development. Specifically, it is charged with making concise presentations of information and data on the alternative water supplies for specific energy development sites. Environmental aspects, inter- and intrastate water compacts, state water rights, and other pertinent conditions are all accountable in the Team's efforts. It is anticipated that this information will allow management officials to arrive at decisions as to site-specific energy development. The Denver Management Team is specifically directed to concern itself primarily with near-term, specific water for energy require- ments. The Team sought input from all interested parties possible within the 3D-day time frame provided. In addition, representatives of the Team have met with the Upper Colorado River Basin Commission on two occasions. The Commission served as a clearinghouse for securing input from its four member states. The Team members have also contacted the State of Arizona and numerous individuals from organizations, industry and the private sector. The Denver Management Team consists of representatives of the Bureaus of Reclamation, Land Management, Mines, and Outdoor Recreation; the Offices of Saline Water and Water Resources Research; the United States Geological Survey; the Fish and Wildlife Service, and the Solicitor's Office. . i
