<br />PART I <br /> <br />INTRODUCTION <br /> <br />e <br /> <br />Following are some of the highlights of the legislative amend- <br />ments, basically in the order as they appear in the legislation. <br /> <br />Direction has been given to Federal agencies to use <br />cost effectiveness as an underlying decisionmaking <br />criteria as they determine which of the programs or <br />salinity control units should be implemented. <br /> <br />Stage 1 of the Lower Gunnison Basin Unit in Colorado <br />was authorized. <br /> <br />The portions of the McElmo Creek Unit in Colorado <br />which will be constructed in concert with the Dolores <br />Project were authorized. <br /> <br />The Bureau of Land Management was instructed to pro- <br />ceed with advance planning for the Sinbad Valley <br />Unit in Colorado. <br /> <br />Feasibility studies with industrial water users were <br />authorized as a part of ongoing Saline Water Use and <br />Disposal Opportunities activities. <br /> <br />e <br /> <br />The Secretary of the Interior was given authority to <br />enter into contracts with non-Federal entities to <br />organize private canal and lateral owners into formal <br />organization. The Secretary may enter into a grant <br />or contract with owner organizations to construct, <br />operate, and maintain the facilities of a unit. <br /> <br />Authority was given for funds to be spent on measures <br />to replace incidental wildlife values foregone as <br />the salinity control program is implemented. <br /> <br />The Secreatry of Agriculture was authorized to estab- <br />lish a major voluntary on-farm cooperative salinity <br />control program. With time, the Department of Agri- <br />culture program has the potential of being as impor- <br />tant as the program of the Department of the Interior <br />in reducing the salinity in the Colorado River Basin. <br /> <br />The Bureau of Land Management was instructed to pre- <br />pare a report by July 1, 1987, describing the pro- <br />gram and recommended implementation actions to mini- <br />mize salt contributions to the Colorado River from <br />lands administered by the Bureau of Land Management. <br /> <br />e <br /> <br />Additional cost sharing for the agriculture program <br />and the newly authorized Department of the Interior <br />programs was also required by the Congress from the <br />Basin States.
