The reservoir was most effectively utilized when storage contents on April 1, <br />which usually reflect the lowest contents throughout the year, were charged to <br />next year's filling. Legal bypasses of storage are lower using this scenario, <br />while there are no physical spills (W.W. Wheeler & Associates, Inc., 1981). <br />Table 6 contains the estimated flow at the Maybell gaging station under this <br />scenario for calender years 1930-1982. <br />The mean monthly flows at the Maybell gaging station with the Juniper Project <br />were estimated for water years 1983-1986 using similar methods as described <br />previously. The steps taken were: <br />The mean monthly flows in acre-feet were converted to mean monthly flows in <br />cfs and then arranged by water years for 1941-1982. <br />Monthly accretions and depletions between the project and historic Maybell <br />record were calculated by subtracting the historic monthly mean from the <br />project monthly mean, and then averaging each month over the 1941-1982 <br />water year period. This provided 12 mean monthly accretion/depletion <br />values between the historic and project conditions at the Maybell gaging <br />station. <br />Project monthly means for the 1983-1986 water years were then estimated by <br />adding/subtracting the mean monthly accretion/depletion with the historic <br />mean monthly flows. <br />With mean monthly flows for the project 1941-1986 water year period, the <br />ratio between the project mean monthly flow and the historic mean monthly <br />flow was computed for every month of the 1941-1986 water year period. <br />These are shown in Table 7. <br />The FORTRAN program (Hisratio) multiplied each daily flow value of the <br />Maybell 'with project' 1941-1986 record by the above ratios, resulting in <br />daily flow values for the project condition at the Maybell gage. <br />The FORTRAN program (Addailyq) then added the Maybell 'with project' daily <br />flows to the historic Little Snake near Lily daily flows to obtain a daily <br />flow record at Deerlodge Park with the Juniper Project for water years <br />1941-1986. <br />HISTORIC, BASELINE, AND WITH PROJECT RESULTS <br />The mean monthly hydrographs for the 1941-1986 water year period, based upon <br />the daily values at Deerlodge Park, are shown in Figures 2 and 3. Individual- <br />monthly flows are shown in Tables 8 through 10 for the 'historic', baseline, <br />and 'with project' flows, respectively.
