Rebuilding salmon runs is a complex

_ complex lives. They spawn m -
freshwater, but gro'^{ to maturity/in the,salt-
water sea. They are carried hundreds of
miles dowp. streams and. rivers by the early
thaws and mountain runoff. . They pass as
many as nine major Columbia and Snake
river dams on their downstream Iriigration.
As adult fish in the ocean, they ,
travel thousands of miles, pass
through numerous jurisdictions
and along the shores of
two nations. They
are the subject of
intense fishing
both at sea and
,
in the lower Co-
lumbia. Finally,
those that sill":
vive must push
back ~p the rivers to
spawn where they
~ere hatthed.

This program has measures for every
stage of that journey. And we havestruc-
fured those measures .to help coordinate the
effort, and ensure monitoring and evalua:-
tion. We must be able to shift emphasis or
direction as new information becomes avail- '
able.
