They spawn m - <br />freshwater, but gro'^{ to maturity/in the,salt- <br />water sea. They are carried hundreds of <br />miles dowp. streams and. rivers by the early <br />thaws and mountain runoff. . They pass as <br />many as nine major Columbia and Snake <br />river dams on their downstream Iriigration. <br />As adult fish in the ocean, they , <br />travel thousands of miles, pass <br />through numerous jurisdictions <br />and along the shores of <br />two nations. They <br />are the subject of <br />intense fishing <br />both at sea and <br />, <br />in the lower Co- <br />lumbia. Finally, <br />those that sill": <br />vive must push <br />back ~p the rivers to <br />spawn where they <br />~ere hatthed. <br /> <br />This program has measures for every <br />stage of that journey. And we havestruc- <br />fured those measures .to help coordinate the <br />effort, and ensure monitoring and evalua:- <br />tion. We must be able to shift emphasis or <br />direction as new information becomes avail- ' <br />able. <br /> <br />Increase salmon survival' <br />in the rivers <br /> <br />1.1 <br /> <br /> <br />Our strategy,will improve fish survival, <br />at the dams~n the Snake and Columbia <br />rivers, as well as in <br />tributaries.
