application. The categories correspond to different levels of <br />assessment that might be required at a given hydropower site. To <br />select the most appropriate level of analysis, criteria related to <br />both the design and operation of the project and the aquatic resources <br />at the site were identified. <br />Establishment of an instream flow regime may significantly affect <br />the economic feasibility of many small hydropower projects, since <br />water needed to maintain instream flows is often unavailable for power <br />production. To minimize conflicts between these two uses of water, <br />assessment of instream flow needs must be conducted in the early <br />stages of project planning and development. Final resolution of <br />potential conflicts, however, may require negotiations and, <br />ultimately, some tradeoffs between hydropower requirements and the <br />instream flow needs of the fishery. <br />K <br />V <br />0 <br />K <br />0 <br />viii
