Constant consideration of all these components is necessary to <br />keep biological investigations focused on relevant recommendations and to keep <br />the assessment of institutional strategies focused on ecologically sound <br />principles. <br />Second, a service orientation was to be superimposed on the multidisciplinary <br />organizational structure. The IFG was to be not only a storehouse of relevant <br />physical, biological and decision-making information, but also a synthesizer <br />of new approaches and a facilitator in problem solving. It was to use its <br />expertise to aid other agencies or private groups who sought its help. <br />Charter <br />The following are summarized from the CiFSG Three Year Plan (FY77 through 79). <br />The full plan which was approved in December 1976 by the Chief, Office of <br />Biological Services FWS is found in Appendix S. <br />Goals and Objectives <br />The goal of the Cooperative Instream Flow Service Group is: to provide <br />services to entities concerned with (1) the identification of instream <br />requirements through accelerated application of improved methodologies, and <br />(Z) the implementation of recommendations for instream flows for fish wild <br />life, aquatic organisms, recreation, and aesthetics in all major United States <br />streams. These services are provided directly to FWS personnel, Federal and <br />State agency personnel, and to the prviate sector.
