Currently, there is uncertainty as to what extent depletions occurring <br />in or near occupied habitat may adversely affect habitat quantity or <br /> <br />quality and thus affect endangered species. <br />If the Service determines 1 <br />through consultation that one project or a set of projects will result <br />in impacts that will seriously affect the s pecies, the Service will so <br />report to the project proponent, lead agency, and Implementation ' <br />Committee. The Service and Implementation Committee will identify <br />measures, including the purchase of water through the recovery <br />process, that must be taken to offset these impacts, and these <br />measures will be given immediate attention. <br />4.1.6. Federal Reservoirs <br /> <br />The water resource development projects constructed in the upper basin by <br />Reclamation may have significantly and adversely affected the river system's <br />rare fish species. In addition to the mechanism described in the preceding <br />sections, there are ways to support essential habitat areas through the <br />refined operation of these reservoirs to reduce or eliminate those adverse <br />impacts and contribute to recovery in a manner consistent with all applicable <br />laws. Reclamation is consulting with the Service pursuant to Section 7 of the <br />Endangered Species Act on the impacts of all its projects, including the <br />projects discussed below. Though the final alternatives for these projects <br />will be determined through Section 7, it is anticipated that the biological <br />opinions will recommend alternatives consistent with those discussed below. <br />Appropriate NEPA compliance will be required. <br />4.1.6.1. Ruedi Reservoir , <br />The Bureau of Reclamation constructed and operates the Green Mountain <br />Reservoir on the Blue River and the Ruedi Reservoir on the Fryingpan River. <br />They have consulted with the Service under Section 7 of the Endangered Species <br />Act to assess impacts of sales of water from these reservoirs on occupied fish <br />habitat downstream.
