2.0 RECOVERY GOALS <br /> The ultimate goal of the recovery program in the upper basin is to recover and <br /> delist the three endangered species and to manage the razorback sucker so it <br />1 would not need the protection of the Endangered Species Act. <br /> The Fish and Wildlife Service has developed recovery goals for the federally <br /> listed species, the Colorado squawfish, humpback chub, and bonytail chub. <br /> These are described in the Service's current recovery plans for the individual <br /> species and briefly summarized in Table 2-1. These recovery plans, developed <br /> under Section 4(f) of the Endangered Species Act, provide a biological and <br /> research-oriented approach to species recovery and include a recommendation <br /> for detailed management and site-specific implementation plans. This recovery <br /> program provides for the coordinated implementation of these recovery plans <br /> for the upper basin. <br /> As described in the current recovery plans, the Service's primary recovery <br /> goals for the Colorado squawfish and humpback chub are to restore and maintain <br /> self-sustaining populations of both species and sufficient habitat to support <br /> these populations. Because of the critical population status of the bonytail <br /> chub in the upper basin, the immediate goal for this species is to prevent its <br /> extinction. <br /> While the razorback sucker is not listed as endangered or threatened, the <br />Secretary has identified this species as a candidate for listing and is <br />responsible for managing it under the Fish and Wildlife Coordination Act. <br />Because of its current status in the upper basin, it is desirable to consider <br />and provide for the management of the razorback sucker.
