J <br />IV. Conclusion. The Program is a precedent setting <br />comprehensive effort to recover endangered species which rely <br />on a scarce resource of great value to many interests. As <br />acknowledged in the Program, these competing interests have <br />agreed to cooperate in resolving a broad set of difficult, <br />complex, and sensitive issues. Cooperation and commitment by <br />the state and federal agencies, water interests and <br />environmental groups are the keys to the success of this <br />effort.
