Any repatriation <br />action would need to be included as part of an agreed upon cooperative <br />management planning document, and (2) as part of an approved <br />Service/Recovery Team strategy inclusive of the lower basin. <br />Applicable Recovery Goals and Management Strategies: <br />Recovery Goal (provisional): Establish and maintain one self- <br />sustaining population while moving towards recovery. <br />Downlisting Criteria: <br />1. Two self-sustaining populations (e.g. mainstem and/or <br />tributaries are maintained over a 5-year period starting with the first <br />point estimates acceptable to the Service, such that for each <br />population: <br />a. the trend in adult (age 7+ ;> 45 cm TL) point estimates <br />does not decline significantly, and <br />b. Mean estimated recruitment of age-6 (40-45 cm TL) <br />naturally produced fish equals or exceeds mean annual <br />adult mortality8, and <br />c. Each point estimate exceeds 2,600 adults. <br />Delisting Criteria: <br />1. Two self-sustaining populations (e.g. mainstem and/or <br />tributaries are maintained over a 7-year period beyond downlisting, <br />starting with the first point estimates acceptable to the Service, <br />such that for each population: <br />a. the trend in adult (age 7+,>45 cm TL) point estimates <br />does not decline significantly, and <br />b. Mean estimated recruitment of age-6 (40-45 cm TL) <br />naturally produced fish equals or exceeds mean annual <br />adult mortality, and each point estimate exceeds 26,000 <br />adults (MVP). <br />Management Strategies: This Recovery Goal will be met through <br />the use of Strategy 1: Augmentation. <br />24 <br />
