Development of the database required for each pond was completed by administering a mail
questionnaire (See Exhibit 1). The questionnaire was sent to each private pond owners as
identified through county records. A second and third questionnaire was mailed and follow
telephone reminder was provided to each pond owner. Participants were given 21 days to
respond. Participants were reminded by telephone to return the questionnaire seven days after
the initial mailing. Participants were given the option to respond by phone at the time of contact.

Information gathered was assembled into a workbook comprised of8.5"x 11" text and 11 "xI7"
copies of aerial photographs of the study area with ponds identified as highlighted areas. Ponds
are labeled using the encoding system developed. Correlation of the pond code with the database
provided will allow identification of the pond. owners and other aspects of the database pertaining
to each pond.

Results:

Completion of this effort identified 242 pond owners that own 253 ponds along the Colorado
River from Rifle to the Colorado state line. These ponds represent 721 acres of standing water
with surface area ownership of27% public (196.5 acres) and 73% private (524.5 acres). Pond
owners identified along the Gunnison River from Austin to its confluence with the Colorado River
number 45 that own 61 ponds representing 157.2 acres of standing waters. Pond ownership
along the Gunnison River based on surface area is 56% public (88.3 acres) and 44% private (68.9
acres). The distribution of ponds identified based on size is illustrated in Table 1.

Table 1. Individual owners of each pond have been identified and
formatted into a mailing label list as well as a list of pond identification codes. Both of these work
products can be found in Appendix II.

Development of the database on individual ponds was accomplished through issuance of a mail
questionnaire (see Appendix I). The questionnaire incorporated an initial mailing, two follow up
mailings, and one telephone contact to complete the questionnaire. Questionnaires were sent to

11
