<br />1. Prompt construction and operation of three salinity control <br />units authorized by Section 202, Title II, Public Law 93- <br />320, namely, the Paradox Valley Unit, Grand Valley Unit, <br />and Las Vegas Wash Unit, which will require additional <br />planning before construction can be undertaken. <br /> <br />2. Authorization and construction of the Meeker Dome Unit <br />and ten of the twelve units listed in Section 203(a) (1), Title <br />II, Public Law 93-320, or their equivalents, after receipt of <br />favorable planning reports. <br /> <br />3. The placing of effluent limitations on industrial and munici- <br />pal discharges principally under the National Pollutant Dis- <br />charge Elimination System (NPDES) permit program pro- <br />vided for in Section 402 of the Clean Water Act of 1977. <br /> <br />4. The reformulation of previously authorized, but uncon- <br />structed, Federal water projects to reduce the salt loading <br />effect of return flows. <br /> <br />5. Inclusion of the 208 Water Quality Management Plans. The <br />basin States are individually developing water quality man- <br />agement plans to conform to the requirements of Section <br />208 of the Clean Water Act. <br /> <br />The plan also contemplates the use of saline water for industrial <br />purposes whenever practicable, programs by water users to cope <br />with higher salinity water, improvements in irrigation systems and <br />management to reduce salt pickup, studies of means to minimize <br />salinity in municipal discharges, and studies of future possible salinity <br />control programs not now included in the plan. <br /> <br />Many natural and man-made factors affect the river's salinity. <br />Consequently, the actual salinity will vary above and below the <br />recommended numerical criteria. <br /> <br />The State-adopted and EP A-approved standards permit tem- <br />porary increases above the 1972 levels if control measures are <br />included in the plan of implementation. Should water development <br />projects be completed before control measures are brought on line, <br />temporary increases above the criteria could result. These increases <br />will be deemed in conformance with the standards. The plan of <br />implementation contains sufficient salinity control measures which <br />when implemented will offset the increases in salinity caused by the <br />projected 1990 level of development. <br /> <br />23 <br />
