<br />VIII. <br /> <br />Activities of the Commission <br /> <br />Within the scope and limitations of Article I (a) of the Upper <br />Colorado River Basin Compact, ". . . to secure the expeditious <br />agricultural and industrial development of the Upper Basin, the <br />storage of water. . ." and under the powers conferrred upon the <br />Commission by Article VIII (d) pertaining to making studies of <br />water supplies of the Colorado River and its tributaries and the <br />power to ". . . do all things necessary, proper or convenient in the <br />performance of its duties. . ., either independently or in cooperation <br />with any state or federal agency," the principal activities of the <br />Commission during the 1978 water year have consisted of: (A) <br />research and studies of an engineering and hydrologic nature of <br />various facets of the water resources of the Colorado River Basin <br />especially as related to energy industries and salinity control; (B) <br />collection and compilation of documents for a legal library relating <br />to the utilization of waters of the Colorado River System for domestic, <br />industrial, and agricultural purposes, and the generation of hydro- <br />electric power; (C) legal analyses of associated laws, court decisions, <br />reports, and problems; (D) analysis of environmental statements on <br />water development projects of the Colorado River Storage Project <br />and participating projects; (E) continuation of a general public <br />relations program related to water resources of the Upper Colorado <br />River Basin; (F) cooperation with water quality and water resources <br />agencies of the Colorado River Basin States on water and water- <br />related problems; (G) participation in the activities of the Colorado <br />River Basin Salinity Control Forum, the Commission's office serving <br />as a record depository for and the Executive Director of the <br />Commission serving as Secretary of the "Forum"; (H) an education <br />and information program designed to aid in securing appropriations <br />of funds by the United States Congress for the construction, planning, <br />and investigation of storage dams, reservoirs, and water resource <br />development projects of the Colorado River Storage Project that <br />have been authorized for construction and to secure authorization <br />for the construction of additional participating projects as the essential <br />investigations and planning are completed; (I) a legislative program <br />consisting of the analysis and study of water resource Bills introduced <br />in the U.S. Congress for enactment, the preparation of evidence and <br />argument, and the presentation of testimony before Committees of <br />the Congress; and (J) preparation of the Second National Water <br />Assessment. <br /> <br />21 <br />
