<br />and Participating Proiects

<br />A. APPROPRIATION OF FUNDS BY THE
<br />UNITED STATES CONGRESS
<br />FISCAL YEAR 1967
<br />
<br />On January 24, 1966 President Johnson in the annual budget
<br />message to the Congress recommended a construction program of
<br />$54,543,000 for the Colorado River Storage Project and participat-
<br />ing projects. Of this total $44,245,000 were recommended to finance
<br />activities of the Bureau of Reclamation, $2,500,000 the National
<br />Park Service, $1,300,000 the Bureau of Sport Fisheries and Wild-
<br />life, and $6,498,000 for the Bureau of Indian Affairs to be used
<br />for construction of Navajo Indian Irrigation Project. Due to antici-
<br />pated delays and construction revenues the program was recom-
<br />mended to be underfinanced by $4,995,000, making new monies to
<br />be appropriated $49,548,000, with $44,245,000 to the Upper Colo-
<br />rado River Basin Fund, $3,800,000 to the National Park Service
<br />and Bureau of Sport Fisheries and Wildlife, and $6,498,000 to the
<br />Bureau of Indian Affairs.

<br />The President's budget also contained an item of $6,430,800
<br />for Operation and Maintenance of th..e Colorado River Storage Proj-
<br />ect. The Colorado River Storage Project Act provides in Section
<br />5 (c) that all revenues collected in connection with the operation
<br />of the Project and participating projects shall be credited to the
<br />Upper Colorado River Basin Fund and shall be available without
<br />further appropriation for defraying the costs of operation, mainten-
<br />ance, replacement, and emergency expenditures for all facilities of
<br />the Project and participating projects. Operation and maintenance
<br />costs allocated to Flood Control and Fish and Wildlife facilities are
<br />nonreimbursable in accordance with Section 6 of the Project Act,
<br />and are to be financed by appropriated funds.

<br />The fiscal year 1967 Operation and Maintenance program for
<br />the Upper Colorado River Storage Project provided for operation
<br />and maintenance activities on the Flaming Gorge, Glen Canyon,
<br />Navajo, and Curecanti Storage Units; the transmission lines, and
<br />Central Utah, Vernal Unit; Emery County; and Seedskadee par-
<br />ticipating projects. The program also provided for the continued
<br />purchase of power to cover requirements caused by diminutions in
<br />energy generation and capacity impairment created at Hoover Dam
<br />Powerplants as the result of operations of dams and reservoirs of
