<br />and Participating Proiects

<br />A. APPROPRIATION OF FUNDS BY THE
<br />UNITED STATES CONGRESS
<br />FISCAL YEAR 1966
<br />
<br />On January 25, 1965 President Johnson in the annual budget
<br />message to the Congress recommended a construction program of
<br />$64,164,805 for the Colorado River Storage Project and participat-
<br />ing projects. Of this total $54,113,805 were recommended to finance
<br />activities of the Bureau of Reclamation, $3,200,000 the National
<br />Park Service, $300,000 the Bureau of Sport Fisheries and Wildlife,
<br />and $6,500,000 for the Bureau of Indian Affairs to be used for
<br />construction of Navajo Indian Irrigation Project. Due to anticipated
<br />delays and construction revenues the progra.m was recommended to
<br />be underfinanced by $8,799,805, making new monies to be appro-
<br />priated $55,365,000, with $54,113,805 to the Upper Colorado River
<br />Basin Fund, $3,500,000 to the National Park Service and Bureau
<br />of Sport Fisheries and Wildlife, and $6,500,000 to the Bureau of
<br />Indian Affairs.

<br />The President's budget also contained an item of $6,850,700
<br />for Operation and Maintenance of the Colorado River Storage
<br />Project. The Colorado River Storage Project Act provides in Section
<br />5 (c) that all revenues collected in connection with the operation
<br />of the Project and participating projects shall be credited to the
<br />Upper Colorado River Basin Fund and shall be available without
<br />further appropriation for defraying the costs of operation, main-
<br />tenance, replacement, and emergency expenditures for all facilities
<br />of the Project and participating projects. Operation and maintenance
<br />costs allocated to Flood Control and Fish and Wildlife facilities
<br />are nonreimbursable in accordance with Section 6 of the Project Act,
<br />and are to be financed by appropriated funds.

<br />The fiscal year 1966 Operation and Maintenance program
<br />for the Upper Colorado River Storage Project provided for operation
<br />and maintenance activities on the Flaming Gorge, Glen Canyon,
<br />Navajo, and Curecanti Storage Units; the transmission lines, and
<br />Central Utah, Vernal Unit; Hammond; and Seedskadee projects.
<br />The program also provided for the continued purchase of power to
<br />
<br />
<br />cover requirements caused by diminutions in energy generation and
<br />capacity impairment created at Hoover Dam powerplants as the
<br />result of operations of dams and reservoirs of the Colorado River
<br />Storage Project.

<br />The total fiscal year 1966 program of $6,850,700 will be funded
<br />with $41,700 advanced by the water users, $51,000 from appro-
<br />priated funds, and $6,758,000 by revenues received from the sale of
<br />electrical energy and water. The $51,000 in appropriated funds were
<br />required for nonreimbursable operation and maintenance work allo-
<br />cated to Flood Control and Fish and Wildlife facilities.

<br />The Upper Colorado River Commission on March 1, 1965 sub-
<br />mitted testimony to the Subcommittee on the Department of the
<br />Interior and Related Agencies of the Committee on Appropriations
<br />of the House of Representatives in support of construction funds
<br />for the Navajo Indian Irrigation Project.
<br />
<br />Witnesses representing the Upper Colorado River Commission
<br />and various entities in the States of Colorado, New Mexico, Utah,
<br />and Wyoming on May 19, 1965 presented testimony to the Public
<br />Works Subcommittee of the House Appropriations Committee and
<br />the Subcommittee on Bureau of Reclamation and Power Marketing
<br />Agencies of the Senate Appropriations Committee. These witnesses
<br />supported the President's Budget and, in addition, recommended
<br />that Congress appropriate approximately $3,500,000 for starting the
<br />construction of the Bonneville Unit of the Central Utah Project.

<br />On June 17, 1965 the House Committee on Appropriations re-
<br />ported its Public Works Appropriation Bill for Fiscal 1966, H. R.
<br />9220, House Report No. 527. The House Committe recommended
<br />the same total amount of money as in the President's Budget.
<br />
<br />On June 22, 1965 the House passed H. R. 9220. The total for
<br />the Colorado River Storage Project approved by the House was
<br />$46,865,000, or $2,000,000 less than recommended by the President
<br />or the House Appropriations Committee. The House also included
<br />$3,500,000 for construction of the Bonneville Unit of the Central
<br />Utah Project.

<br />On August 19, 1965 the Senate Committee on Appropriations
<br />reported H. R. 9220, Senate Report No, 632. The Senate Committee
<br />recommended a total of $48,471,500 which included $163,000 for
<br />the Page, Arizona Accommodation School. On August 23, 1965,
<br />H. R. 9220, as recommended by the Committee, was passed by the
<br />Sena te.
