<br />MEETINGS OF THE COMMISSION <br /> <br />During the Water Year ending September 30, 2004 the Commission met as <br />follows: <br /> <br />Meeting No. 247 October 8, 2003 <br />Meeting No. 248June 17, 2004 <br /> <br />St. George, Utah <br />Salt Lake City, Utah <br /> <br />ACTIVITIES OF THE COMMISSION <br /> <br />Within the scope and limitations of Article I(a) of the Upper Colorado River <br />Basin Compact and under the powers conferred upon the Commission by <br />Article VlIl(d), the principal activities of the Commission have consisted of: (A) <br />research and studies of an engineering and hydrologic nature of various facets <br />of the water resources of the Colorado River Basin especially as related to <br />operation of the Colorado River reservoirs; (B) collection and compilation of <br />documents for a legal library relating to the utilization of waters of the <br />Colorado River System for domestic, industrial and agricultural purposes, and <br />the generation of hydroelectric power; (C) legal analyses of associated laws, <br />court decisions, reports and problems; (D) participating in activities and <br />providing comments on proposals that would increase the beneficial <br />consumptive uses in the Upper Basin, including environmental, fish and <br />wildlife, endangered species and water quality activities to the extent that they <br />might impair Upper Basin dew'!lopment; (E) cooperation with water resources <br />agencies of the Colorado River Basin States on water and water-related <br />problems; (F) an education and information program designed to aid in securing <br />appropriations of funds by the United States Congress for the construction, <br />planning and investigation of storage dams, reservoirs and water resource <br />development projects of the Colorado River Storage Project that have been <br />authorized for construction and to secure authorization for the construction of <br />additional participating projects as the essential investigations and planning are <br />completed; and (G) a legislative program consisting of the analysis and study <br />of water resource bills introduced in the U.S. Congress for enactment, the <br />preparation of evidence and argument and the presentation of testimony before <br />the Committees of the Congress. <br /> <br />Many of the Commission's activities this past year have been in response <br />to the drought. The Commissioners, Commission staff, and both legal and <br />engineering Committee members have participated in Basin States meetings, <br />drought workgroups and Upper Basin work meetings. Issues that have been <br />addressed include the mid-year review of the Annual Operating Plan, <br />conjunctive management strategies for Lakes Powell and Mead, lower Basin <br />shortage criteria, improvement of regulatory storage in the Lower Basin, <br />management of high tributary flows in the Lower Basin and curtailment <br />procedures for the Upper Basin. <br /> <br />7 <br />
