INTRODUCTION

This Scope of Work (SOW) is being submitted at the request of the Upper Colorado River
Endangered Fish Recovery Prognim (Recovery Program). Recovery goals will be developed for the
tour endangered Colorado River fishes, including the Colorado pikeminnow (Ptychocheilus lucius),
razorback sucker (.:(vrauchen texanus), humpback chub (Gila cypha), and bony tail (Gila elegans).
These recovery goals will identify population size and structure for sub-populations of each species
based on genetic considerations and habitat availability. Recovery goals will be developed for both
upper and lower Colorado River basins. The purpose for these recovery goals is to establish recovery
targets and to measure progress toward downlisting and delisting these species.

These recovery goals will be developed in collaboration and coordination with the Recovery
Program. the Colorado River Fishes Recovery Team (Recovery Team), the Lower Colorado River
Basin Multi-Species Conservation Program (LCR MSCP), the San Juan River Recovery Program,
the Native Fish Work Group, and the Grand Canyon Adaptive Management Program.

Recovery goals. as target population size and structure, have not been developed for these species.
Recovery objectives are identified in recovery plans for the Colorado pikeminnow (U.S. Fish and
Wildlife Service 1991). razorback sucker (U.S. Fish and Wildlife Service 1998), humpback chub
(U.S. Fish and Wildlife Service 1990), and bonytail (U.S. Fish and Wildlife Service 1990). These
recovery objectives identify establishment of one or more "self-sustaining populations" as criteria
tor downlisting or deIisting. These recovery plans state that quantitative criteria for defining self-
sustaining populations will be developed in the future pending evaluation of information on
population viability. We believe that recovery goals developedthrough the present project will help
to better define population size and structure that will constitute species recovery.
