<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The reconnaissance inventory (Irving and Burdick 1995) also identified 110 bottomland <br />habitat sites with a potential of 12,315 acres along 241 miles of the Upper Colorado River in <br />1993. Of this total, 2,472 acres (101 sites) were inundated during the May-June high-water flow <br />period (19,800 cfs) and 1,135 acres in the September low-water flow period (4,060 cfs). <br />Final recovery goals for the razorback sucker were approved and signed by the Regional <br />Director, Region 6, U.S. Fish and Wildlife Service on August 1,2002 (U.S. Fish and Wildlife <br />Service 2002), and issued as a Notice of Availability on August 28,2002 (67 FR 55270-55271). <br />These recovery goals are consistent with the requirements of the Endangered Species Act of <br />1973, as amended (ESA; 16 U.S.C. 1531 et. seq.), and contain site specific management actions <br />and objective, measurable criteria for conservation of the species. The following site-specific <br />management actions and tasks were identified in the recovery goals with respect to floodplain <br />habitats for razorback sucker: <br />"Management Action A -5. -Provide floodplain habitats for all life stages of razorback <br />sucker, particularly to serve as nursery areas for larvae and juveniles. <br />TaskA-5.l.-Identify appropriate bottomland sites and assess opportunitiesfor <br />land acquisition or easements. <br />TaskA-5.2.-Acquire or procure easements (as determined under TaskA-5.l}for <br />bottomland sites where determined necessary andfeasible. " <br />Objective, measurable criteria were also identified for the five listing factors under <br />Section 4(a)(1) of the ESA, and were stated as the followingrecovery factor criteria for <br />downlisting and deli sting with respect to floodplain habitats for razorback sucker: <br />"Factor A.-Adequate habitat and range for recovered populations provided. " <br />For Downlisting: "7. Appropriate bottomland sites identified and opportunities for land <br />acquisition or easements assessed (I'askA-5.l}." <br />For Delisting: "7. Bottomland sites acquired or easements procured (TaskA-5.2)." <br />These recovery goals clearly identify the need for identification and procurement of <br />floodplain habitats necessary to conserve the razorback sucker. However, the amount of <br />floodplain habitat needed has not been determined. <br /> <br />2 <br />
