Measurements <br />should be sufficient to refine these estimates. <br />• Natural flow events cannot be predicted and thus will not be required to be monitored under <br />this proposal. However, the contractor will be required to provide infortnation relative to the <br />objectives listed under this proposal from automated measuring gages in place or those <br />installed by the contractor and recording during natural flow events. <br />AVAILABLE INFORMATION <br />In addition to the Program Document and its AMP (Attachment 3), several additional sources of <br />information are available to assist potential contractors in responding to this RFP. All of these <br />documents can be accessed either from the Program Web site (www.PlatteRiverProgram.org) or <br />by contacting Chad Smith. <br />1) The Service's draft 2008 EA Annual Operating Plan. <br />2) An associated Microsoft Excel spreadsheet from the Service detailing a potential pulse flow <br />scenario. <br />3) Relevant sections of the Program's Environmental Impact Statement. <br />DELIVERABLES <br />The major project deliverable will be a Final Report detailing results of monitoring, data <br />analysis, and model work. A Draft Report will be submitted to the Program Executive Director's <br />Office, as well as the Water Advisory Committee and Technical Advisory Committee for review <br />and comment. The Draft and Final Reports will include analysis such as: <br />• Comparison of flow travel times to those predicted by the Unsteady Flow Model. <br />• Water Surface Elevation at all existing gauges and at each Bureau of Reclamation transect <br />used in the Unsteady Flow and SEDVEG Gen3 models. <br />• Statistical analysis of ineasured flow and stage compared to modeled flow and stage to <br />determine if model predictions were within the error associated with measuring techniques. <br />• Determination if estimated transit/attenuation are reasonable. <br />Other deliverables will include any raw data, models, and other documents or materials collected <br />and/or developed as a part of the study. Data will be reported in accordance with guidelines <br />outlined in the Program's AMP and the Program's Database Management System. <br />5
