OVERVIEW <br />15 The Platte River Recovery Implementation Program (Program) was initiated on January l, 2007 <br />16 between Nebraska, Wyoming, and Colorado and the Department of the Interior to address <br />17 endangered species issues in the central and lower Platte River basin. The species considered in <br />18 the Progam, referred to as "target species", are the whooping crane, piping plover, interior least <br />19 tern, and pallid sturgeon. <br />20 <br />21 A Governance Committee (GC) has been established that reviews, directs, and provides <br />22 oversight for activities undertaken during the Program. The GC is comprised of one <br />23 representative from each of the three states, three water user representatives, two representatives <br />24 from environmental groups, and two members representing federal agencies. The GC has named <br />25 Dr. Jerry Kenny to serve as the Program Executive Director (ED). I)r. Kenny has assembled a <br />26 Program staff located in Nebraska and Colorado that is responsible for assisting in carrying out <br />27 the various Program-related activities. <br />28 <br />29 The GC submits this Request for Contractor Prequalification (RFCP) for the purpose of <br />30 prequalifying contractors to provide habita.t creation, restoration and maintenance services on <br />31 Program lands along the central Platte River. The Program is in the process of acquiring, <br />32 protecting, and/or restoring 10,000 acres of habitat along the central Platte River and <br />33 prequalification will serve as a tool to expedite the procurement of habitat-related services. <br />34 <br />35 U. DESCRIl'TION OF PREQUALIFICATION <br />36 T'he Program is implementing a prequalification process for contractors who are interested in <br />37 providing habitat creation, restoration, and maintenance services on Program lands. This process <br />38 will provide Program staffwith a list of qualified contractors with capabilities and experience in <br />39 work classes including but not limited to: <br />40 <br />41 • Brush/tree shredding <br />42 • Discing (in-channel) <br />43 • Grass seeding <br />44 • Herbicide application (in-channel and upland)
