The species considered in <br />19 the Program, referred to as "target species", are the whooping crane, piping plover, interior least <br />20 tern, and pallid sturgeon. <br />21 <br />22 A Governance Committee (GC) has been established that reviews, directs, and provides <br />23 oversight for activities undertaken during the Program. The GC is comprised of one <br />24 representative from each of the three states, three water user representatives, two representatives <br />25 from environmental groups, and two members representing federal agencies. The GC has named <br />26 Dr. Jerry Kenny to serve as the Program Executive Director (ED). Dr. Kenny has assembled a <br />27 Program Staff located in Nebraska and Colorado that is responsible for assisting in carrying out <br />28 the various Program-related activities. <br />29 <br />30 The GC submits this Request far Proposals (RFP) to solicit proposals from contractors to design, <br />31 implement, and maintain a custom database and web site for the Program. A significant part of <br />32 the Program is related to the implementation of the Land, Water, and Adaptive Management <br />33 Plans, which will result in the acquisition of assets and data. There are currently on the order of <br />34 40 monitoring programs and research activities that will be undertaken during the First <br />35 Increment (13 years) of the Program. Many of these efforts will be multi-staged or faceted and <br />36 will be inter-related with one another. The collection of data by numerous contractors, <br />37 cooperators, agencies, and Program Staff necessitates a centralized database that will <br />38 permanently store, organize, and distribute scientific and administrative data and information. <br />39 <br />40 II. PROJECT DESCRIPTION <br />41 The Database System (System) will provide a centralized, secure, long-term storage warehouse <br />42 of Program data and reports, facilitating consistency in data collection and reporting over time <br />43 and within individual projects. It will also ensure that data from different projects can be <br />44 spatially and temporally linked so that investigators can analyze trends over time and space. <br />Page 1 of 10
