STATE OF COLORADO
Colorado Water Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 721
Denver, Colorado 80203
Phone: (303) 866-3441
FAX: (303) 866-4474
www.cwcb.state.co.us
MEMORANDUM
To: Governance Committee-GC, Platte River Recovery Implementation
Program (PRRIP)
From: Ted Kowalski, State of Colorado, GC Alt. Representative
Alan Berryman, Colorado Water User GC Member
Date: March 29, 2007
Re: Cumulative Effect Report for Colorado's Plan for Future Depletions
Bill Ritter, Jr.
Governor
Harris D. Sherman
Executive Directar
Rod Kuharich
CWCB Director
Dan McAuliffe
Deputy Director
This document contains the average monthly distribution of the Cumulative Effect from anticipated
new Colorado water related activities in the Initial Reporting Period (Years 2007 and 2008). The
report is provided pursuant to the PRRiP, Attachment 5, Section 9, and Paragraph E of Colorado's
Plan for Future Depletions (CPFD) dated October 24, 2006. In addition, I have attached a letter
from the State Demographer, pursuant to the PRRIP, Attachment 5, Section 9, and Paragraph I.A of
CPFD.
Executive Summarv
Colorado's population in the South Platte drainage has increased from its July 1, 19971eve1 of
2,719,941 to a projected 2009 population of 3,396,638. The increase by region is as follows:
Region July 1, 1997 to January 1, 2009
Increase
North 182,160
Central 312,360
South 182,177
Total 676,697
Water use assumptions have not matched actual uses due to the 2000-2007 drought. Native South
Platte diversions have been less than, and municipal reuse greater than, the amounts originally
assumed. This change will result in a lower replacement obligation for Colorado if the Governance
Committee agrees to adjust the assumptions contained in the CPFD. This report includes the net
water (accretions minus depletions) Colorado has added to the river, and the May-June depletions,
using both the original assumptions and the adjusted assumptions.
