Sec. 24-33-111, C.R.S. provides, in part, that "the general asse:mbly hereby declares and <br />determines that the Colorado department of natural resources ancl the division of wildlife are <br />responsible for the development, implementation, or approval or appropriate programs to address <br />the conservation of [threatened or endangered] species and for ne:gotiating agreements with <br />federal agencies and other states to avoid regulatory conflicts pursuant to section 24-33-103". <br />The LIHE agreement implements appropriate programs to address the conservation of <br />endangered species and is, therefore, within the specific grant of ;authority from the Legislature <br />to the Department of Natural Resources. <br />Staff Recommendation <br />Please sign the originals and return to Ted Kowalski so that these originals may be shepherded to <br />the Office of the Attorney General and the Controller, and then tc, the Wyoming Office of the <br />Attorney General.
