PUR.POSE AND BACKGROUND A.l . PROJECT TITLE: Administrative Support to the Governance Committee and Executive Director Established Pursuant to the July 1997 Cooperative Agreement for Platte River Research and Other Efforts Relating to Endangered Species Habitats Along the Central Platte River, Nebraska (July 1997 Agreement). A.2. BACKGROUND a. A purpose of the July 1997 Agreement is to implement certain activities related to four target species listed as threatened or endangered pursuant to the Endangered Species Act (ESA). The July 1997 Agreement requires that a Governance Committee be established to review, direct and provide oversight for all those activities except National Enyiconmental Policy Act (NEPA) and ESA compliance. The Govemance Committee' s general purpasa is to establish Land and Water Management Committees and additional committees; serve as arbiter of disputed external peer reviews, allocate funds and other available resources to any of its committees; enter into an agreement for the administration of certain funds; assess accomplishments, implement corrective measures and revise milestones; and develop specific milestones for implementing a program. b. The Executive Director is required under existing agreements with each state to report to and carry out the direction of the Govemance Committee and to assist other committees. The responsibilities of the Executive Director are addressed in Exhibit A, Scope of Services, attached to each such a?reement. c. The Governance Committee, Executive Director, and other committees require administrative support in order to accompfish the purpose of the July 1997 Agreement. A.;. PURPOSE AND OBJECTIVE The purpose of the a-greement is to establish a finance manajement process and provide administrative support to aid the Governance Committee, Executive Director and other committees established in accordance with the July 1997 Agreement in executing their responsibilities. All activities of the Foundation under this aereement wili be governed by the provisions of OMB Circular A-1 ] 0 and applicable la?\,s of the States of Co4ocado, Nebraska, and Vdyoming, including the requirements found in Attacliments C, N, and W.
