A5 , - " <br />-3- <br />• For example, Colorado's future depletions plan provides for mitigation of new water related <br />activities. Colorado has the ability to balance and replace population driven use on a <br />monthly basis. However, to make this balance work, Colorado must have the ability to <br />utilize peak flows, and will not commit new water to this program in violation of the <br />Compact. <br />• The Program must specify the defined contributions that will be required of each signatory <br />state in exchange for regulatory certainty assurances during the 1 st Increment. Colorado <br />needs clear performance standards as a condition of its participation. <br />Recommendation <br />No recommendation at this time. Staff will work to resolve the issues through the negotiation <br />process over the next 6 months.
