RIO GRANDE COMPACT <br />March 18, 1938 <br />Signatory States: Colorado, New Mearico and Texas <br />Colorado Commissioner: State Engineer <br />Major Purposes: <br />1. Remove all causes of prescnt and future controvcrsy between the atates ooncerning the <br />waters of the Rio Grande above Ft. Quitman, Teacas (Prcamble) <br />2 Promote interstate oomity (Preamble) <br />3. EfEect an equitabie apportionment of the waters oE the Rio Grande above FL Quitman, <br />Texas (Preamble) Salient Provisions: <br /> <br />1. "Rio Grande Basin" means all of the territory drained by the Rio Grande and its <br />tn"butaries in Colorado. New Meadco, and Texas above FL Quitman, including the Closed <br />Basia of Colorado. (Art. I) <br />Z'Ile Commission shall cause to be maintained and aperated, among others, the following <br />stream gaging atations: (ArL II) <br />a. Rio Grande near Dei Norte above the principal points of divecsivn to the San Luis <br />Valley <br />___b. Conejos River near Mogote <br />c. Los Pinos River near Ortiz d. Sau Antonio River at Ortiz <br />e. Conejos River at its mouth near Las Sauses <br />f. Rio Grande near Lobatos <br />g. Automatic water stage recorders on a!1 reservoirs constructed after 1929, as well as <br />stream gaging stations below such rescrvoirs. <br />3. Coiorado is obiiged to deliver at Lobatos the sum of the amaunts set forth in the delivery <br />schedules for the Conejos River and the Rio Grande Iess 10,000 AF. The Conejos Index <br />Supply includes the San Anionio River and Los Pinos Rivet flows for the months April <br />through October. These achedules require uco deiivery [or an indac of 100.000 AF, up to <br />689'o deiivery for an index of 700,000 AF on the Conejos, aed 30°lo delivery for an index of <br />200,000 AF, and up to 60% delivery for an index of 1.400,000 AF on the Rio Grande (sce <br />attached graph).
