Section by Section <br />Section 1 <br />Short Title: Platte River Recovery Implementation Program and Pathfinder Modification <br />Authorization Act of 2006. <br />Title 1 <br />Sec 101 Purpose <br />States that the Purpose of the act is to implement the Platte River Recovery <br />Implementation Program for threatened and endangered species in the Central and Lower <br />Platter River Basins. <br />Sec 102 Deflnitions <br />Sec 103 Implementation <br />Authorizes the Sectary and the Program Governance committee to participate in the <br />program and carry out projects to implement the program including ability to: <br />Enter into contracts <br />Acquire from willing sellers interests in land, water, and facilities - without use of <br />eminent domain <br />Accept or provide grants <br />Sec 104 State Share of Program Costs <br />States shall pay at least 50% of the costs of the program including at least 30 million in <br />non-Federal funds <br />Authorizes types of contributions from the states including donations of land, water and, <br />in-kind Contributions <br />Requires that the value of land, water, or in-kind services be adjusted for inflation yearly. <br />Sec 105 Authority to Modify Program <br />Give Sec authority to modify the program if they deternune that modifications are <br />consistent with the purpose of the program. <br />Sec 106 Effect on the Reclamation Laws <br />States that nothing in the act: <br />Be considered when determining whether a district has met their obligation to repay <br />construction costs of proj ect facilities used to make irrigation water available <br />Be the basis for reinstating acreage limitations in a district that has completed payment of <br />their construction obligations <br />Be the basis for increasing construction repayment obligations of the district which would <br />extend the time when acreage limitation provisions apply. <br />Sec 107 Authorization of Appropriations <br />Authorizes 157,140,000 <br />11
